The Anglican Consultative Council is one of the four "instruments” of the Anglican Communion. (The others are the Lambeth Conference, the Primates’ Meeting, and the Archbishop of Canterbury.)
The ACC is the only instrument of governance that includes ordinary clergy and laity.
