Witness: a demonstrator protests in Montreal against the Charter of Values proposed by the Quebec government. Published on Tuesday of last week, the charter would prohibit public employees from wearing "overt and conspicuous" religious symbols at work. The Bishop of Montreal, the Rt Revd Barry Clarke, argued that the charter could "foster prejudice and racism"
