MARK WALLINGER, the Turner Prize-winning artist, has been shortlisted for a number of commissions recently. The process could be described a kind of “artistic X Factor”, in which artists are invited to submit their proposals to a panel of judges, which then picks a winner.

He has had some good results: most recently, he was selected to create England’s largest public-art commission at Ebbsfleet, “gateway to London”, marking the site where Eurostar trains trundle in ...
