SCHOOL HEADS and governors face “overbearing bureaucracy”, the Bishop of Bradford, the Rt Revd David James, told the House of Lords on Friday.

Speaking in the Schools Statutory Instruments Report take-note mo­tion, Bishop James said: “Head teachers especially suffer from in­strument overload.
