Out of the question: Never to be communicants?

As the Church of England teaches that holy communion is always and everywhere necessary for salvation, how can it be complacent in the knowledge that, in some churches, a “Family Service-only” congregation may never become members of the eucharistic community?
I am not sure where the Church of England teaches that the holy communion is always and everywhere necessary to salvation. . .
